A Growing Concern: the U.S. ELL
Population is made up of 5 million students and is projected to
grow to 13.3 million students by 2010. This growth, coupled with
the national shortage of teachers trained to teach ELL students,
creates significant challenges for school districts to make Adequate
Yearly Progress (AYP).

Learners
Kate Kinsella, Ed.D., is a teacher/educator in the Department
of Secondary Education at San Francisco State University. She
maintains secondary classroom involvement by teaching an academic
literacy class for adolescent English learners through the university’s
Step to College Program. Dr. Kinsella was instrumental in creating
the rBook routines that promote active engagement of
all students, even those recently acquiring the English language.
