Just 34 percent of our nation’s twelfth graders meet the
National Assessment of Educational Progress standard of reading
“proficiency” for their grade level. Between 1996 and
2006, the average literacy level required for all American occupations
is expected to rise by 14 percent. (Barton, 2000) The gap between
the preparedness of our high school students and the requirements
they will face in the job market is large and alarming.
