President George W. Bush has withdrawn the U.S. from an important treaty with Russia. Called the ABM Treaty, it kept controls on the amount of weapons each country could have. Bush wants out of the treaty so the U.S. can build missile-defense systems, which are not allowed under the treaty. Will this hurt our new friendship with Russia?
