By 2010, 1 in every 4 students attending U.S. schools will be an English-Language Learner. In a few states, English-Language Learners already represent the majority at 62% of total enrollment. Those states are California, Texas, Florida, New York, and Illinois. Yet, the states with the fastest growing populations of students who are English-Language Learners include Georgia, Montana, Minnesota, Wisconsin, North Carolina, and South Carolina.
